Pakistan Monday said the meeting of Prime Minister Manmohan Singh and President Zardari, PM Manmohan to Meet in RussiaPresident Asif Ali Zardari in Russia — the first top-level contact after 26/11 — will “have a salutary impact” on bilateral ties.

It is for the first time that Pakistan has confirmed the meeting, which will be held on the sidelines of the Shanghai Cooperation Organisation (SCO) summit here.

“It is a welcome development and will have a salutary impact,” Pakistan’s Foreign Minister Shah Mehmood Qureshi was quoted as saying.

“The two leaders will have a one-on-one meeting,” he said without divulging more details. “Let the meeting take place and then we can talk after it is over,” he said.

Asked about the agenda, Qureshi said, “We can’t prejudge the outcome of the meeting,” and added that it was an “important meeting” between two important leaders.

On how long the meeting was expected to last, he said, “When two national leaders meet, time is of no significance.”

The two leaders last met in September 2008 on the sidelines of UN General Assembly in New York.

This will be the first highest-level contact between the two countries since the Mumbai attacks last year as India has suspended dialogue till Pakistan takes “concrete” action against those behind the strikes and dismantles the terror infrastructure.

KARACHI: Sindh government on Monday unveiled Rs 327 billion’s provincial budget for the fiscal year 2009-10Rs.327 Bln Provencial Budget Unveiled by Sindh Govt.

Chief Minister Sindh Syed Qaim Ali Shah is delivering the budget speech in Sindh assembly at the moment, says the channel.

According to the budget document, Rs113 billion has been earmarked for the provincial annual development programme and an amount of Rs15 billion is expected to be allocated for 23 district governments, which is Rs3 billion more compared to the last year’s allocation.

Rupees four billion have been allocated for Benazir Income Support Programme and Rs 200 million for Swat IDPs in Sindh.

The government has earmarked Rs 24.2 billiion for Sindh police department and Rs 1.2 billion for purchase of vehicles and other equipment.

According to the budget speech, 22,000 jobs in the province will be given through the Public Service Commission. The government will allot agriculture land to 5000 landless farmers this year.

The government will also establish Sindh Bank to provide microfinance and farm loans.

A survey has been completed to provide lease to 245 villages in Gadap and Bin Qasim towns in Karachi. In Kemari town lease documents of 21 villages have been prepared, while an anti-encroachment directorate will be established.

The government has also allocated Rs921 millions for computerization of the land records, budget papers indicate.

Earlier, the house offered fateha for Dr Sarfraz Naeemi and others killed in the recent incidents of terrorism throughout the country.

Renowned religious scholar and head of Jamia Naeemia Lahore Dr Sarfraz Ahmed Naeemi among four others were martyred in a suicide attack at a seminary here Friday, report said. The blast that apparently was a suicide attack occurred following the Jumma prayer in Jamia Naeemia situated at Garhi Shahu area of the metropolis. According to preliminary reports, the blast was occurred in the office of Dr Sarfraz Ahmed Naeemi, the principle of one of the largest religious seminary of the city. Naeemi was present in his office at the time of the blast, says an eyewitness. An eyewitness told media that a suicide bomber, 18 to 20, blew himself up inside the office of Dr Naeemi when he arrived after leading Jumma prayer in the seminary’s mosque, of which he was the head. Dr Naeemi was severely injured in the incident and was brought to Mayo Hospital where he succumbed to the injuries. Principle of Jamia Naeemia, Dr Khalil was also among the deceased, it was reported.

Nowshera mosque blast

At least seven people have been killed in a suicide attack at a mosque in cantonment area of the city, report said here on Friday. The incident occurred in Jamia Masjid Supply Depot where near 100 devotees were present to offer Jumma prayer when a suicide bomber rammed his explosive-laden vehicle into the mosque. The explosion resulted in a big crater at the site, says the news report. Paramedics and police personnel arrived at the scene soon after the incident and rushed the injured to the hospitals.

NOWSHERA: An explosives laden vehicle has hit a mosque in Nowshera district, killing six people and injuring 90, according to DawnNews reports.

The mosque was near an army supply depot in the Nowshera, roughly 100 kilometres from Islamabad, and according to AP, the explosion occurred soon after Friday prayers. Police chief Abdullah Khan says that casualties are feared and says some of the victims may have died on their way to hospital.

According to AFP, the roof of the mosque collapsed following the attack, and people are trapped under the rubble. Police official Imran Kishwar adds, ‘we have started rescue work on site, we are facing difficulties as people are trapped under the debris of the roof’. Several vehicles parked in front of the mosque were also damaged.

The injured have been shifted to the nearby Cantonment Hospital as well as the GHQ Hospital Peshawar. Dr. Sabz Ali, a doctor at Nowshera’s main hosptial tells AFP that 90 injuries have come into the hospital. He adds that ‘we have declared an emergency in the hospital, some of the injured are serious and we urgently need blood for them.’

Security was reported to be very tight in the are, following earlier attacks in the province, with vehicles in the area being strictly screened, according to reports. According to reports, police had arrested a top Taliban commander, Qari Khursheed, and his accomplices from Nowshera on Thursday. Reports also say that Qari Khursheed has confessed to his involvement in various terrorist activities.

LAHORE: Prominent anti-Taliban cleric Dr Sarfraz Naeemi was among four killed and 10 injured in a suicide blast inside a mosque in Lahore on Friday.

The blast occurred right after the Friday prayers finished at the Jamia Naeemia mosque. An unconfirmed number of suicide bombers entered the office of anti-Taliban cleric Dr Sarfraz Naeemi and detonated explosives, killing Dr Naeemi and three others.

According to official figures, 10 other people were also injured in the attack, which is reported to be of ‘medium intensity’ by the Bomb Disposal Squad team present at the site of the attack.

The Jamia Naeemia mosque and madressah is located in the densely populated Garhi Shahu area of old Lahore.

The office was located 15 yards outside the mosque and was taken down as a result of the blast.

The injured have been shifted to Mayo Hospital and Combined Military Hospital and emergency has been declared in all major hospitals of the city.
